History of recruitment.
There were many cases in the history of world recruitment, when outstanding people, having all the necessary resources at their disposal, turned the course of history. "Powers that be" always strived to find productive and successful personalities who would "serve for money". It is a well-known fact, when Comptroller General Jean Baptiste Colbert, who held a place at court of the king Louis XIV in the period of flowering of noble absolutism in France, employed the whole group of experienced financiers not of noble origin to render financial support of his administrative activity.
"Recruitment for a fee" practice became commonly used in the 18th century. It was a period of evolution of private property and democratic freedoms in Europe. There can be found evidences in chronicles that the first private recruitment organization appeared in Germany in the 19th century. Recruitment organizations which dealt with employment assistance of workers as well as execution of staff search orders of employers began their active work in the same century in Great Britain and France.
Increasing of public attention to human resources lead to the appearance of HR service as a branch. In 1848 in the USA, MA an HR service organization was established, later on it became known as "Job center". Then during the Second World War private recruiting agencies were selecting employees for military factories. Beginning from the end of the previous century recruiting companies started to give preference to the so-called "white collars", which was first and foremost the evidence of economic expansion and increase in demand for qualified employees.
Step by step
During last years recruitment was converted from a service related to business and politics into a separate business branch. Now it is safe to say that the recruitment market is formed and continues to grow rapidly in the countries which are supporters of the highly liberalized labour market i.e. the USA, Canada, Great Britain, Austria, Switzerland. Executive search originates from management consulting. They were largest consulting companies and the companies of Big Six, such as "Deloitte & Touch", "Ernst & Young" who began to pirate professional specialists purposively from one company to their clients' companies to widen their range of services and to ensure the full compliance of their recommendations. The first company which practiced Executive search, i. e. search and selection of top-managers, was the American agency "Boyden", opened in New -York in 1946. All these countries number tens of thousands people who bull and bear the recruitment market. Such companies as "Heidrick & Struggles" (1953a.), "Korn & Ferry" (1969a.), "MRI" (1965a.), "Morgan Hunt" (1986a.) constitute the world elite.
In 1946 in the USA one of the largest recruiting companies "Kelly" was established. Today, in accordance with the research done by American magazine Fortune, "Kelly" is in the list of 500 largest American companies. Also among the current leaders of world HR industry we can find such companies as "Manpower" and "Adecco". "Manpower" company, established in 1948, is on the "Fortune's List" which includes 100 the best USA corporations. "Adecco" company, which appeared as a result of merging of two recruitment agencies, "Adia" and "Acco" opened its offices in 63 countries of the world.
